Job description

“Construction of Uloop to Facilitate Traffic Movement at Paduar Bazar Intersection of Dhaka-Chittagong National Highway and Comilla-Chandpur Regional Highway” is an important project from geographical and economic point of view. Under the project, a U-loop and an underpass will be constructed at Paduar Bazar Intersection of Dhaka-Chittagong National Highway and Comilla-Chandpur Regional Highway, two underpasses will be constructed at Comilla Sadar Dakshin Upazila Gate and Beltali Gate of Comilla University on Dhaka-Chittagong National Highway. Roads and Public Ways Directorate has taken timely steps to construct 1 U-loop through 2 grade separations in Dhaka Chittagong National Highway (N-1) at Padua Bazaar in Comilla. As an economic corridor, N-1 connects Chittagong and other major destinations (eg Comilla, Teknaf) and several tourist spots to Dhaka. Thus, the demand for this important gateway is increasing every year. Recently, N-1 has been upgraded to 4 lanes to meet the growing traffic demand and the Comilla-Noakhali Regional Highway is in progress to be upgraded to 4 lanes. Future connectivity with India's northeastern states is planned through this corridor. As it is the backbone of regional, national and international highways, it must have sufficient capacity and mobility to meet current and future traffic demands. At Paduarbazar, N-1 and Comilla-Chandpur Regional Highway (R-140) meet, forming a quadrilateral junction. The previously constructed railway overpass at Paduar Bazar on the Dhaka-Chittagong highway will reduce operational delays. However, due to lack of adequate crossing facilities, vehicles plying between N-1 and (R-140) face a significant amount of delay. It causes severe disruption in economic activities. Chandpur bound traffic coming from Dhaka needs right turn. As there is a continuous divider on the N-1 at Padua Bazar intersection, this right turn has a graded U-turn arrangement, located about 550 meters after the intersection. On the other hand, Comilla-bound vehicles coming from Chittagong have to take a right turn, where there is currently a U-turn arrangement located under the railway overpass about 460 meters upstream from the intersection. Comilla-bound and Chittagong-bound trains from Chandpur also use this U-turn. As a result, road accidents often occur in Padua market. The Hon'ble Minister of Finance, Government of the People's Republic of Bangladesh directed to construct a U-loop at Padua Bazar Intersection to facilitate traffic flow and reduce accidents. In continuation of this, task order was given to Bangladesh University of Engineering (BUET) to prepare feasibility study and design of the proposed U-loop. Project Proposal (DPP) is prepared as per the design prepared by BUET.
